Fulfilling the approval process for projects under the authority of CMSC
CMSC On June 25th, Vice Chairman of the Commission for the Management of State Capital at Enterprises (CMSC) Ho Sy Hung chaired a conference to review and give opinions in order to fulfill the draft on the approval process for projects under the authority of CMSC.
Attending the conference, there were representatives from Ministry of Finance, Ministry of Justice, Ministry of Planning and Investment, and CMSC’s departments.
Reporting at the conference, Le Van Khien, Deputy Director of CMSC’s General Department said that his department was assigned to chair and coordinate with the CMSC’s Department of Legal Affairs and Internal Control and related units in formulating an unifying approval process for projects under CMSC’s authority in accordance with the Law No. 69/2014/QH13 dated November 26, 2014 on management and utilization of state capital invested in the enterprise’s manufacturing and business activities.
Affirming the urgency of the fulfillment to issue the approval process for projects under the authority of CMSC, Vice President Ho Sy Hung emphasized that the draft would be fulfilled by collecting opinions from ministries and CMSC’s departments.
Contributing ideas to the draft on the approval process for projects under the authority of CMSC, the representatives of the CMSC's departments shared a view that the prompt issuance of the process which ensures consistency is extremely necessary. According to the representative of the Ministry of Finance, the governing scope of the Law No. 69/2014/QH13 stipulates the decentralization of project approval is considered by the authority to use capital of enterprises to invest in projects. There are currently different interpretations of the CMSC's role in the approval of investment projects and the timing of projects approval, thus the CMSC’s projects approval need to be clarified at which any stage of the investment project. The Ministry of Finance shall focus on reviewing the Law No. 69/2014/QH13 to remove the obstacles.
Addressing conference participants, Vice Chairman Ho Sy Hung assigned the General Department to finalize the draft of the process based on the Law No. 69/2014/QH13, refer to the current regulations to propose specific contents for approval. Vice Chairman Ho Sy Hung also assigned the Department of Legal Affairs and Internal Control to review the working regulations to decentralize the leadership of the CMSC’s leaders for each specific content in the approval process.
