CMSC and SASAC cooperate on the education and training of personnel management in state-owned enterprises

CMSC On the occasion of Prime Minister Pham Minh Chinh’s official visit to China on June 29th, the delegation of the Commission for the Management of State Capital at Enterprises (CMSC), led by Mr. Nguyen Canh Toan, CMSC’s Party Civil Affairs Committee Member and Director of the Department of Personnel and Organization, held a meeting with the China Business Executives Academy, Dalian (CBEAD), educational institution under the direct management of the State-owned Assets Supervision and Administration Commission of the State Council of China (SASAC).

The CMSC’s delegation included Mr. Nguyen Thanh Cong, Chief of the CMSC’s Party Civil Affairs Committee’s Office; Ms. Nguyen Thi Huong, Secretary of the Chairman of the CMSC; Mr. Nguyen Phu Cuong, Chairman of the Member’s Council of Vietnam National Chemical Group; Mr. Dang Sy Manh, Chairman of the Member’s Council of Vietnam Railways; Mr. Le Thanh Hung, CEO of Vietnam Rubber Group; Mr. Nguyen Huy Hung, Chairman of the Board of Directors of the Vietnam Southern Food Corporation, and Mr. Phi Manh Cuong, Chairman of the Board of Directors of the Vietnam Forestry Corporation.
Receiving the CMSC’s delegation were Mr. Qiu Baolin, Party Committee Secretary and Standing Vice President of the CBEAD; Mr. Zhang Zhiguang, Vice President of the CBEAD; Mr. Jiang Tianlu, Director of Beijing Teaching and Research Center; Mr. Zhang Pan, Director of the Bureau of International Cooperation, SASAC and the representatives of the units under CBEAD.
To begin, the two sides introduced their structure, function, mission, and provided an update on their current activities. The CMSC then expressed their needs to educate and train their senior officers and leaders of 19 enterprises of which CMSC acts as the owner’s representative. In reply, CBEAD representatives introduced their capability and educational programs for business executives as well as other fields.

For his part, Mr. Nguyen Canh Toan, Director of the Department of Personnel and Organization, CMSC, briefed that the Ministerial Dialogue between the CMSC and the SASAC and the Seminar on the Reform and Development of State-owned Enterprises (SOEs) of Vietnam and China was held in Beijing on March 18. At the two events, the two sides shared their experiences in improving state assets supervision, deepening SOE reform and promoting high-quality development in the context of market economy. The two sides expressed their determination in implementing common perceptions reached between high-ranking leaders of the two Parties and countries, and in promoting deeper exchanges and cooperation on state assets administration and SOEs management.
The CMSC is willing to further strengthen exchange and cooperation with the SASAC, continuing to learn from China's experience in SOEs reform, and jointly promote the development of the two countries’ SOEs sector. The two sides, in addition, will also strengthen personnel exchanges and cooperation on international management training courses, and systematically share China's experience in SOEs management and reform, which are among the CMSC's priorities.
“Based on the Ministerial Dialogue between the CMSC and the SASAC and the Seminar on the Reform and Development of SOEs of Vietnam and China results, the CMSC held a a bilateral meeting and the CBEAD to further discuss cooperation on international management training courses”, Mr. Nguyen Canh Toan added.

After specifically discussing the training needs and course content, the CMSC and the CBEAD agreed to cooperate on organizing a training course for about 300 leaders from enterprises of which CMSC acts as the owner’s representative, scheduled for approximately the end of 2023’s second quarter.
The two sides signed the Minutes of the meeting on training cooperation with the following core points:

Focusing on developing human resources in SOEs in Vietnam, the two sides will cooperate in training for the CMSC’s officials and the SOEs leaders. The CMSC will be responsible for selecting trainees, while CBEAD will have the responsibility to implement the training courses.

The costs of the training courses will be agreed on by both sides through further negotiations.

The content of the training courses will be designed based on the requests by the CMSC, appropriate for SOEs leaders.

The two sides will promote cooperation in training within the framework of cooperation between the two countries’ governments.

The two sides will regularly share information on training policies and mechanisms in term of SOEs management and issues of common interest.

The two sides will determine mechanisms of communication and information sharing. The CBEAD’s Department of International Cooperation and CMSC’s Department of Personnel and Organization are assigned as contact units, assuming the responsibility to communicate and foster the positive development of the cooperative relationship between both sides.

Founded by the Central Committee of the Communist Party of China (CPC) on January 13, 2006, China Business Executives Academy, Dalian (CBEAD) is the only national educational and training base for cadres, and specializing in executive training. The main responsibility of the CBEAD is undertaking the educational and training tasks for leaders, reserve cadres and strategic reserve personnel of key state-owned enterprises and financial institutions, as well as leaders of national enterprise training bases. In January 2012, the CBEAD became a subordinate body of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC). Since its foundation, the CBEAD has received comprehensive interest and attention from the high-ranking leaders of the CPC and Government of China. The leaders, including Xi Jinping, Zhao Leji, Chen Xi, He Guoqiang, and Wang Yong have all visited and worked with the CBEAD. |
