Promoting the implementation of key projects of member enterprises in Hoa Binh province

Proposal to overcome obstacles and difficulties

According to Duong Quang Thanh, Chairman Member Council of Vietnam Electricity (EVN), the investment of the extended Hoa Binh hydropower plant project received approval from the Prime Minister at Decision No.389/QD-TTg dated April 11, 2018. On September 9 2020, the CMSC granted permission to EVN to invest in the project and the EVN officially became the investor pursuant to Decision No.383/QD-EVN. As planned, the project will begin in October 2020 and its first and second generator complexes will be put into operation by 2024. At present, its technical design is being appraised by the Ministry of Industry and Trade. To make sure that the project is on schedule, the EVN has exerted efforts to complete technical report explanation, capital disbursement and land clearance serving the start of the main construction in June and other tasks by October.

Pham Van Thanh, Chairman of Board of Management of Vietnam National Petroleum Group (Petrolimex) said that Petrolimex’s Hoa Binh petroleum branch always ensures a sufficient supply of fuel, quality services, contributing to stabilizing the market price. The company pays annually VND 200 billion to the state budget and actively participates in charitable social activities launched by the local organizations. Petrolimex Chairman hoped that Hoa Binh Provincial People's Committee would create favorable conditions for Hoa Binh petroleum branch to invest and develop the chain of convenience stores in the area. Pham Van Thanh proposed Hoa Binh authorities to strengthen market and price management, check and supervise behaviors to limit competitiveness, control prices; strictly deal with unreasonable price adjustments.

Ho Duc Thang - Member of Board of Members of Vietnam Posts and Telecommunications Group (VNPT) expressed his gratitude to Hoa Binh authorities’ support in their production and business activities. VNPT leader also hoped for further cooperation with Hoa Binh in developing e-Government and smart city.

Phi Manh Cuong, Chairman of the Board of Directors of Vietnam Forest Corporation

According to report by Phi Manh Cuong, Chairman of the Board of Directors of Vietnam Forest Corporation (Vinafor), Hoa Binh Forestry Company has annual revenue of about VND 30 billion, profit in 2019 reached VND 2.4 billion, exceeding the planned target of VND 1.3 billion. Phi Manh Cuong proposed the People's Committee of Hoa Binh province to approve of changing land use purpose into combination with economic afforestation and eco-tourism to improve the efficiency.

Prime responsibility in directing the implementation of the projects

At the working session, Bui Van Tinh, Secretary of the Hoa Binh Provincial Party Committee, acknowledged and highly appreciated the assistance and contributions of CMSC’s member enterprises. Bui Van Tinh suggested Hoa Binh and stated owned enterprises should combine their strengths to gain mutual benefits.

Regarding the implementation of the extended Hoa Binh hydropower plant project, Bui Van Tinh urged the Provincial People’s Committee which includes local officers and EVN representatives to set up a steering committee to guide project implementation. The steering committee is assigned to build detailed plan to perform each part of the work to meet schedule; pay attention to speeding up the work, especially land clearance.

In addition, the Provincial People's Committee urgently instructed to solve problems in land clearance in accordance with the law, arrange resettlement for residents whose houses are scheduled to be demolished.

Nguyen Hoang Anh, Chairman of Commission for the Management of State Capital at Enterprises

CMSC Chairman Nguyen Hoang Anh praised Hoa Binh authorities for their sense of initiative in steering and assigning responsibilities to their subordinate units in implementation the extended Hoa Binh hydropower plant project and the others.

Affirming that the CMSC would create favorable conditions to help EVN, Petrolimex, VNPT and Vinafor in implementation of their projects, Nguyen Hoang Anh requested EVN absorb the comments from the Secretary of the Provincial Party Committee, coordinate with Hoa Binh authorities to ensure schedule of extended Hoa Binh hydropower plant project.

On this ocassion, the Fatherland Front Committee of Hoa Binh province received donations totaling VND 500 millions from CMSC working group.

On the same day, Chairman Nguyen Hoang Anh and CMSC working group made a field trip to Hoa Binh hydropower plant, Pretrolimex’s Hoa Binh petroleum branch and Hoa Binh Forestry Company.
